How many porta potties does a construction site need?

Under 29 CFR 1926.51(c) Table D-1, a jobsite with 20 or fewer workers needs one toilet. 20 or more workers need one toilet seat and one urinal for every 40 workers. 200 or more need one seat and one urinal per 50. Oregon OSHA adopts this rule in Division 3, Subdivision D.

A standard porta potty counts as one seat and one urinal.

OSHA minimums versus our standard order.
Workers on siteMinimum toilets (Table D-1)What we send
1–2011 standard unit
21–401 seat + 1 urinal1 standard unit (seat and urinal in one)
41–802 seats + 2 urinals2 standard units
81–1203 seats + 3 urinals3 standard units
121–1604 seats + 4 urinals4 standard units
200+1 seat + 1 urinal per 50Count ÷ 50, rounded up

Worked example: a 34-person framing and concrete crew needs one seat and one urinal by the table. One standard unit meets the legal minimum. We recommend two units for a crew that size so a service visit never leaves the site without a toilet, and the second unit costs less than the lost time of 34 workers walking to a gas station.

Mobile crews with transportation readily available to a nearby toilet are exempt from the count (1926.51(c)(4)). Handwashing is covered by 1926.51(f). None of this is legal advice; your Oregon OSHA consultant can confirm the count for your site.

What the 28-day jobsite cycle includes

Every 28-day rental includes a weekly service visit: pump the tank, pressure-wash and sanitize the interior, refill deodorizer, restock toilet paper and hand sanitizer. The first 28-day cycle adds a one-time delivery-and-pickup charge; renewals bill the unit only. The cycle keeps renewing until the superintendent calls for pickup, so a nine-month build is nine or ten cycles with no re-booking.

  • Service day is fixed (say, every Tuesday) so the crew knows when the unit is out of use for 15 minutes.
  • Relocation during the scheduled service visit is free; call-out relocation between visits is a trip charge.
  • Extra units for a big pour or an inspection week can be added for one cycle.
  • Hand wash stations are refilled on the same visit.

Placement on a Bend jobsite

Set the unit on compacted ground within 15 feet of where the service truck can park, outside the swing of the crane and the excavator, downwind of the lunch area, and off the city right-of-way. On new subdivisions the unit usually sits at the driveway cut until the slab is poured, then moves to the garage side.

Winter builds in Bend: keep the approach plowed on service day; the service truck weighs 26,000 pounds loaded and does not go up an unplowed grade. City of Bend plows residential streets only after arterials and collectors are clear, so sites on Priority 3 streets may see service shift a day after a storm.

Street placement needs a City of Bend right-of-way permit through Private Development Engineering (Bend Code 3.40 and 3.50).

Contractor accounts

General contractors and subs with two completed, paid rentals can open an invoiced account: net 15 terms, one monthly statement listing every unit by jobsite, a certificate of insurance on request, and a single dispatch contact for adds, moves and pickups. Account holders get first call on units during the June–September crunch.

Bend is building

Bend issued about 2,574 building permits in 2025, and the Bend metro area authorizes roughly 180 to 200 new housing units a month in 2026. Most jobsite porta potties in town sit in four active master plans: Petrosa, Stevens Ranch, Discovery West and Easton.

Bend issued about 2,574 building permits in 2025, and the Bend metro area is authorizing roughly 180–200 new housing units a month in 2026 (U.S. Census via FRED). Petrosa (about 1,100 homes, NE Bend), Stevens Ranch (SE), Discovery West (about 650 homes, west) and Easton (SE) are the active master plans, and every one of them is on a daily Bend route.

Questions people ask us before they book

Do you deliver to a new construction site today?

Inside Bend, when you call before noon Monday through Saturday. A framing crew that lost its supplier can have a unit on the driveway cut the same afternoon. Redmond, Sisters, Sunriver and La Pine sites are usually next morning.

Can you deliver tomorrow without a rush fee?

Next-business-day delivery in the daily-route towns has no rush fee. The rush fee applies only to same-day requests after noon.

How often do you clean a jobsite unit?

Once a week on a fixed weekday, included in the 28-day price. Crews over 15, or any site in July and August, usually add a second weekly visit.

Our job will run three weeks, not a month. Do we pay the full cycle?

The 28-day cycle is a flat rate, so three weeks and four weeks cost the same. Call for pickup when the job ends and billing stops; a cycle that has started is not prorated.

Can you move the unit once the garage is framed?

Relocation on the same site is free during the weekly service visit. Tell dispatch the day before and the driver moves it with the service truck.

What is the removal fee?

Delivery and pickup are one combined charge on the first cycle. There is no separate removal fee at the end.

Do you service porta potties we already own?

For Bend jobsites, we can add customer-owned standard units to a weekly route for a per-visit charge, as long as the unit has a standard 60-gallon tank and a working door. Call with the model and the address.

What happens if the gate is locked on service day?

The driver calls the site contact and waits ten minutes. If nobody opens the gate, the visit is logged as a trip charge and rescheduled. A lockbox code on file avoids this.
